The photo is a bit blurry and hard to judge precisely, possibly a green female and a male. For budgerigars, check the cere color at the nose, but color differs by sex and age.

A breeding adult female has a brown, uneven, wrinkled cere, sometimes with a raised keratin layer; a breeding adult male has a clearly blue cere. Juveniles are harder: young males are all peach, young females have a white ring around the nostrils. Also judge by head shape, character, voice and pelvic spread.
