Even after baths and deworming it still scratches often; this has lasted 3 months. I am not sure if it is ringworm; only the chin is a bit red, actually redder and a bit swollen than shown, nothing else.

From the description and photo, no ringworm is seen. Itch has many causes: skin infection, parasite allergy, dry skin, environmental or food allergy. A red, swollen chin is usually black chin (bacterial folliculitis) from oily food or poor cleaning. Use a cone and see a vet for skin checks.
