A cat that cannot open one eye may have conjunctivitis or keratitis, usually from: 1) a foreign object or scratch inflaming the eye; 2) a virus, if unvaccinated with lethargy, fever, cough and discharge, pointing to infections like feline herpes.
If no other signs, try antibiotic eye drops several times a day for a few days and use an Elizabethan collar; keep the diet light. See a vet if other symptoms appear.
