Hello. Based on your description, the dog was badly bitten and needs prompt veterinary cleaning, suturing, pain relief, and anti-inflammatory care, plus tetanus and bone checks.
If a vet is impossible, first clean the wound blood with saline, apply antibiotic ointment to prevent infection, give oral anti-inflammatories, and put on a recovery collar. But this is incomplete and the wound may heal poorly or get infected.
