My hamster may have a fungal infection and inflammation from unchanged bedding

If a hamster has skin inflammation from fungal infection, treat the fungus plus possible bacteria. First disinfect and soak the cage, change bedding regularly and sun-dry to avoid damp mold; then find the infected spots, disinfect with iodine, and after drying use antifungal and antibacterial drugs.

For fungal use compound ketoconazole ointment; for bacterial, a spray; for mixed infection use both, letting one absorb first. If inflammation is severe, give weight-based oral antibiotics for 3-7 days per course, controlling dose.
