Why can parrots talk?

Parrots can talk because they have a highly developed cerebral cortex that gives them language-learning ability. A region called the ‘acoustic center’ analyzes and processes sound; when they hear human language or other animal sounds, it converts them to neural signals sent to the language center, which is key to learning and expressing language.

In addition, a parrot’s social environment affects language learning; a good environment strengthens it. Note, however, that not all parrots can talk-some never speak no matter the training.
