Common reasons for constant panting are hot weather, intense exercise, or respiratory infection. In heat, a dog pants with its tongue out to dissipate heat; after intense exercise it also pants to adjust temperature quickly.
Also, pneumonia or bronchitis can cause panting. If the dog seems uncomfortable or pants frequently, take it to a vet to find the cause and treat specifically.
