A kitten can use cat litter at about one month of age. Newborn kittens cannot defecate on their own and need the mother cat to lick their anus to stimulate elimination. As they grow, after one month they can go on their own and will follow the mother into the litter box.
Note that the litter box for a kitten should not be too tall, or the kitten may not be able to climb in and give up the box.
