A Teddy growing abnormal fur mainly affects its appearance and little else. If the area is small, you can leave it. It may come from follicle damage or poor nutrition, and once grown there is almost no way to improve it.
Owners can brush more and add vitamins, kelp powder, and fish oil to help skin and coat. Do not shave the dog, as shaving not only fails to fix the abnormal fur but also damages follicles and may worsen it.
