During its heat period a dog is weaker with lowered resistance, and bathing then easily causes bacterial infection and illness. Also, the reproductive organs are sensitive then, and wrong water temperature or unsuitable products may irritate them and cause discomfort.

So during heat, wipe the body with wet wipes or a soft towel, change hygiene pants regularly, and keep it clean. If a bath is needed, do it after the heat period ends.
