High WBC usually means inflammation or stress. Neutrophils are the first defense against bacteria; infections (respiratory, urinary, skin, tissue death) raise the count.

Stress hormones can also release more WBC from marrow. After vaccination or viral infection, or with leukemia/tumors, lymphocytes may rise abnormally.
