What are the downsides of a dog having a short lower jaw?

A short lower jaw means a smaller mouth. Crowding can leave too little room for saliva to be stored and affect its normal flow, and pooled saliva easily leads to bad breath and dental problems.

Also, a short jaw may affect breathing, and these dogs tend to have more difficulty breathing. Owners should therefore give extra care to short-jawed dogs.
