Redness around a parrot’s eyes can come from trauma or infection. A scratch, bump, or foreign object can redden the skin; mycoplasma or chlamydia can cause conjunctivitis and redness.

The photo is blurry, so watch the eye closely. If mild, try an antibacterial eye drop or ointment and see if it improves.
