FIP has wet and dry forms. Wet FIP shows breathing trouble, thinness, and a big belly, and in males a swollen scrotum; dry FIP shows fever, thinness, cloudy eyes, and abdominal granulation. From your description, hair loss and eye discharge do not fit FIP, so the cat likely does not have it. The signs more suggest fungal infection or feline rhinotracheitis; take the cat to a vet.
