The photo is blurry, can't tell if it's a tick. If the lump is separate from skin, it's likely a tick—deworm. If attached, it's an abscess/crust, possibly seborrheic dermatitis or mites: deworm, clip fur, clean with saline, iodine, apply pet antibacterial spray/ointment, watch 7 days, else see a vet.
