I want to know if my turtle is sick, and if so, how to treat it

Cloudy turtle eyes are mainly due to infection, and white-eye disease cannot be ruled out. White-eye disease is a common bacterial eye condition in turtles. Early signs include congested nictitating membrane, whitening cornea, and increased eye discharge. The turtle often scratches its eyes with its forelimbs, worsening infection.

If white-eye disease occurs, clean the eyes promptly and use chloramphenicol, tobramycin, or levofloxacin drops together with erythromycin eye ointment.
