A parrot that has just arrived is usually afraid of people, because caged parrots are timid and a new environment with unfamiliar humans makes them more scared. It is best not to frighten or disturb it, and never forcibly grab and handle it, as that only makes the parrot harder to bond with later.
In daily life, gradually approach to feed it, and occasionally lean in with a gentle voice as you pass by. Once it slowly gets used to the environment and your scent and voice, the parrot will become easier to bond with you.
