Baby hamsters usually open their eyes around 12–15 days, sometimes one eye first and the other a couple of days later — which is normal. A few open later, usually due to insufficient nutrition; supplement the mother’s diet. If eyes haven’t opened by 3 weeks, see a vet. Never force the eyes open, to avoid injury.
