Puppies generally open their eyes within 1-2 weeks after birth. Newborns have closed eyes; stronger ones start at about 1 week, some at 2 weeks, but opening within 2 weeks is normal and the owner need not worry. Importantly, let the puppy open its eyes on its own; never force them open by hand, as that seriously harms the eyes.
