From the photo, the dog likely has conjunctivitis. Treatment includes removing the cause and reducing inflammation and pain. If the conjunctivitis is from mechanical injury, chemical, or biological irritation, flush the eye with saline, wipe discharge, then apply pet anti-inflammatory eye drops or chlortetracycline ointment; it usually improves greatly within days.
But if the dog has an underlying disease, incomplete treatment risks secondary infection.
Yellow-green gunk almost always meant infection for my dog, usually conjunctivitis, and the vet had us flush with plain saline and start drops. I'd wipe it gently a few times a day but if it's red, swelling, or he's squinting, get him seen, you don't want it turning into a corneal ulcer. Mine cleared up in a week once we did the full course, the key was not stopping early just because it looked better.
