A dog twitching has many causes, split into pathological and physiological, and you must note the state and which body part. Limb twitches during sleep are usually dreams or a noisy environment.

Awake belly twitches may be diaphragm spasm hiccups; both are physiological and fine. But full-body muscle twitches with tongue out, stiff limbs, or incontinence suggest disease seizures from epilepsy, meningitis, or distemper aftereffects, or poisoning from recent eating; see a vet after it eases.
