This is likely local skin necrosis with scabbing. Clean the area with saline and apply iodine and anti-inflammatory ointment. Causes include fighting with other hamsters, skin infections such as bacterial folliculitis or fungal infection, or a tumor. If there is a hard lump under the black substance, have a vet do a skin scraping and biopsy.
