Cutting the quick is not required and has no fixed schedule. It means cutting the nail to the base, severing nerve and vessel so growth slows, but never do it yourself to avoid injury and infection.
Have a groomer do it. Even after, nails regrow and still need trimming; if the quick does not bother the dog, just clip nails regularly.
