Persistent barking after 9 or 10 p.m. tends to disturb neighbors. By rule, nighttime barking over 50 dB in low-rise residential areas or 65 dB in high-rise ones counts as a disturbance. A first offense brings a warning, and ignoring it a fine of 200-500 yuan. Train the dog not to bark, play with it by day to tire it so it sleeps at night.
