You don’t need a cat certificate to keep a cat. Cats mostly live indoors and rarely go out, so they meet few strangers and spread rabies less, and no law currently requires one.

But still vaccinate regularly — cats are a major rabies carrier, and a scratch or bite can transmit rabies or cat-scratch disease. Also deworm them inside and out like dogs; even indoor cats can pick up parasites from things brought in.
